None of my recent math professors allowed us to use our cell phones or other devices for tests - only the graphing calculator. One of my teachers actually had school bus yellow colored TI-84s that she lent to students who needed it on test days. My former college actually had a loaner program through the library, so you could sign up and borrow one for the whole semester so long as you signed the paper that you were liable for it if it were lost or damaged in your care.
