This is old news. It has long been known that for-profit colleges -University of Phoenix in particular- was the number-one collegiate institution to receive Federal student-aid money. It is a pretty good scam, really: start a school with zero admission standards so that anyone can attend, market it towards busy, working adults or those who do not have the desire to go to a traditional college, and charge them an arm and a leg in tuition and fees so that they have no choice but to seek out financial aid. Not to mention that UoP is notorious for not refunding tuition to students who officially drop out.
