I'm new here so maybe it's just the area I'm in, but it seems like no cleans up after their dogs. Is this widespread? Are dog parks like this?

Yup. I see it all over the place. Dog parks too, even despite the fact they have share boxes with plenty of bags available. Fortunately, dog parks tend to have friends who volunteer to help clean them up.

And I don't understand why people leave the little filled bags of dog poop at the side of the trails. Do they think the ranger will come and pick it up?

It's an issue where I live outside of Denver as well. That, and owners not having their dogs on a leash. I live in an apartment complex where the lease states dogs must be on a leash at all times. It's disappointing to see the number of people who feel like they are entitled to not follow the rule. I have seen people with their dogs off leash in the fitness room and in the pool area. I almost hit a dog in my parking lot because someone was walking their dog unleashed and the dog hopped off the sidewalk into the path of my car. Yesterday I was driving through a residential area and came upon a 4 way stop at a fairly busy intersection in the neighborhood. There was a man walking across the street with three dogs off the leash. Him and two of the dogs went across but he had to go back to get the third that didn't, holding up traffic needlessly.

When I was looking for an apartment, I saw one that did DNA testing for dog poop. I laughed at the time, but now I see why.
I really hadn't seen this problem to this extent until I moved here.

Our apartment does the DNA as well; however, it only works if one actually tells management that they have a dog. Like you, I had never seen this extent of a problem in previous states I've lived in.
