Does anyone know or have reference material that explains and shows how much it costed to create/develop, build and fill COSI from ground to opening?

Was it a $billion dollar development project? Or several hundred million? What?

COSI has been around since the 50s, so with the current building, there really wasn't a "ground up" build and fill. When it moved in '99, the new facility cost $210.

Shortly after the move to the riverfront, the museum experienced a shortfall of funds. With an initial construction budget of over $210 million, high maintenance costs of the new facility, "six figure" utility bills, and "lower-than-expected" ticket sales, COSI's reliance on admission revenue proved to be an unsuitable long term plan.[10] In 2004, the museum spearheaded an effort to assess a property tax levy, chaired by former NASA astronaut John Glenn. The levy would have imposed a property tax on residents of Franklin County, who would receive free admission in return. The levy failed. As a result, the south wing of COSI's "blimp" structure was closed.

The Wiki link makes it seem like the Riverfront location was brand new. It was added to the existing Central High School building that dated back to the late teens- early 20s. Also, the early funding problems were resolved years ago.

When the "New" COSI was constructed in 1999 it cost around $210 million. The museum has definitely been through some financial dips over the years but as of 2016 is financially stable (for the first time since the move in 2000). In recent years much of building has now become open to the public again including the once shuttered south wing, the notable exceptions being City View and Galaxy Theatre... However this could be changing soon.

Accounting for inflation the same structure would cost approx. $315 million sans the parking structure.

FUN FACT - The city of Columbus owns the land (and parking structures) COSI is located on, not the museum itself.
