Can people spy on you from your web cam camera lense? (sounds, installed)

I went into controlPanel/deviceManager found the camera and disabled it. A few days later i went back to find someone enabled it. I'm sure big brother wants to know as much as he can.
Just cut a small piece if thin cardboard, or maybe a small strip of aluminum foil, then fold it in half and place it over the lens.
A few weeks ago I read on the news about some of the new HD TV's (maybe from Samsung? Don't remember). Supposedly the TV is Internet ready and has a built-in cam, and some hacker somewhere figured how to turn the camera on while people were watching their new TV at home
You can buy a laptop webcam cover that sticks around the lens, not over it, online for $5-10. Better than sticking tape over it and leaving glue traces over the lens when you remove it.
That's a good idea. Of course I'm never planning on using mine so a little glue doesn't matter to me. Someone who plans on using theirs later should buy one of these.

Wouldn't it be more fun to crazy glue a tiny piece of mirror facing the camera?
i used to think that only the tinfoil hat types thought their webcams cold "spy" on them, until I saw the green camera light turn on by itself. It happend only once but it was enough to make me do a clean install of everything on my computer - and I'm on a Mac.
I don't generally worry about this, but I do have friends that block their webcams with post-it notes.
