Visioneer makes some that I've seen. I tend to look for CHEAP (like $79). I've seen several lately that seem OK, so I don't pay much attention to brand anymore. The last one I found is USB powered, so that's a good feature.
I'm an Epson fan. They make a really sweet little USB powered device that you can hook into your laptop, no power cord required. My kid has one of those, it's portable and good for document scanning.
For business, I need a higher scanning resolution, and I use the Epson Perfection V33. I picked this model because it opens on the long edge (like a book) and not on the short edge (like a flip phone). This design works better for my desk setup.
Best flatbed I have ever used is the Epson v700. Its cheaper cousin the v600 is also known to be a good scanner. I use it mostly for medium format and negative scanning but its also effective for photos and documents.

What's to be noted about this scanner and the other higher end Epsons is they have Digital Ice for noise removal. Digital Ice is hardware based, it does an infrared scan of the photo or negative to identify physical imperfections on the surface of the image such as dust, scratches fingerprints etc.
If you are going to be doing a lot of photos you want this tech included .
