- video editing? Good graphics processor speeds things up. More RAM will help too.

- monitor? depends on what you have now. Better monitors these days are IPS, which means better color over TN, but things get complicated (and expensive) with bit depth per channel.

- A blue ray player coupled with good software (the key) will be equal to or better than your sony.

- Brand is less critical than the components in the box. Dell, HP, Lenovo etc. all use off the shelf parts.

You can do that now.
Get videos on your computer by downloading etc.
Use a free audio or video cutter to edit.
Convert file formats if needed with free Any Video Converter.
Use Vista's Windows Live Movie Maker to create the video using your "pieces."
