Windows 10 laptop - "plugged in, not charging" (laptops, desktop, icon)

My friend's laptop, when you hover over the power icon, was saying "7%, plugged in, not charging."
I found many articles of people who saw this, and the remedy was to take the battery out and put it back, and/or update the power drivers etc. I was able to remedy it by just taking the battery out and in. For a while it stopped saying that.
But now it is saying "99%, plugged in, not charging." (it is plugged in using the power cord).
(When using just the battery, it doesn't say that.)
Why should it ever say "plugged in, not charging"? Isn't it charging all the time, when the power cord is being used??

Charging was accidentally turned off. Hold down the Fn key, and hit the F2 key. It'll turn it back on...
When mine started doing that, it would charge again for awhile if I shut the computer down and restarted.
That didn't last long and when I got a new laptop, it was the same model so I could put the old battery in and it wouldn't charge.
Conclusion?Dead battery.
If it's at 99% and not charging that's ok. If it's any less and n0ot charging it's new battery time.
There is no "Charging hot key". The battery it's not over heating. It's just old.
If you all have a laptop, press Fn+F2 now. What do you see?
This is going to depend upon the laptop.
What icon does the F2 button have on it for the function?
My laptop (MacBook Pro) has brightness up as the primary function on the F2 key, and Fn+F2 sends the F2 keycode.
My wife's laptop (Toshiba) has brightness down on Fn+F2
I have two cheap no name convertible tablets, and they both have volume down on Fn+F2.
