In a sane environment, updates are typically broken out separately into security patches, bug fixes and feature changes/additions. Because microsoft fails to make this distinction with their update disservice, users are left with no way to reject changes they wish not to have imposed upon them while still maintaining a secure system.
You may find some solution that staves off some dreaded impositions... for now. But they always break eventually. It's like trying to bale out water on a sinking ship. You tirelessly toss out buckets of water but the actual breach remains unfixed. So, yeah, good luck with that lol

I don't disagree and a few years ago one of their update catastrophes rendered my brand new laptop unbootable. For a while after that I did my best to stop all updates, as you wish to do, but never found a way that worked permanently. More recently since then, I've had no trouble with updates so haven't tried to stop them for a good while.
Supposedly, all you need do is go into services, locate Windows Update in that list, right click and select properties, and change the startup type to 'disabled'. But that's one of the things I tried before and big brother Microsoft eventually changed that setting to manual so that updates would be triggered again. You could try that, but I wouldn't bet that anything has changed.
Finally, I just gave up trying to change something over which I seemingly had no control and the update routine seemed to improve over time.

I did what you did and an hour later got a popup telling me I needed to restart for an update.

So you did that just now, since I posted? If so, was it for KB5025221, yesterday's April patch Tuesday update?
I got mine yesterday afternoon and it installed with no issue. I wonder if your download had already happened before the setting change and that was just the restart message that is triggered automatically.

I don't recommend it but see if you are able stop & disable the following services:
"Background Intelligent Transfer Service"
"Update Orchestrator Service"
"Windows Update"
"Windows Update Medic Service"
I am not sure if all 4 services exist on Home Edition as well but these are the key Windows Update services and if disabled, they will effectively stop Windows from updating.
If no go, try the following:
Open SETTINGS (Windows Key + i) and select "Update & Security"
Select the longest duration to pause the updates and click on [Pause Updates for ...]
Additionally, you can use GRC's InControl freebie which will lock your version of Windows as is, preventing Windows update from installing and major updates or pushing Windows 11 upgrade.
Unorthodox and ugly way to disable Windows Defender, is to rename (to hide) "Platform" directory located at C:\ProgramData\Microsoft\Windows Defender location which will also hinder Windows Update by causing an error.
But, a much safer and more practical method, imho, would be to install SimpleWall freeware which replaces Windows Firewall and can effectively block Windows Updates services along with a bunch of other non-essential Windows processes that do not need Internet connection but try to connect anyhow.
Is there a way to block W 10 updates? Permanently, I hope.
