Any opinions on the best bet for free photo editing software? I have used Gimp and it wasn't too bad but a little slow. I do not like Picasa by Google.
Paint Shop Pro is a nice program, gives you vector tools as well as intuitive photo editing. Vio Software has it for $16.29 with free shipping (OEM version). There's a newer version out but it's a lot more money. VioSoftware: Corel Paint Shop Pro Photo XI OEM PSPPXIENGPC-oem
Vio is legit. I get all my software there and have for years. Often have the best prices if they've got what you need.
You can download a demo from Corel's website to try before you buy. It's a good program and what you learn there will translate to Photoshop if you go in that direction.
If you have Windows, the Windows photo gallery software has a few photo-fixing options. And you could use Windows Paint if you need to do a bit of retouching.

Actually when I am ready to buy the Ultimate version looks like fun and it isn't too costly. Thanks for mentioning Paint shop

Thanks a bunch, I've downlaoded them both and am going to see which I like best
GIMP! Been using it for years... I tried a few others for a short time and went back. It's great that theres a plug-in that will allow you to use the Photoshop ones.
