There are many excellent restaurants in West Hartford, but I'm not sure I'd characterize them as romantic since they can be quite crowded and noisy at times. Here are some suggestions in the West Hartford Center area:
Max's Oyster Bar
Grants
Bricco
Arugula
The Elbow Room

I haven't been to Mediza, but I heard it's good. I've been to Barcelona in South Norwalk many times, but I haven't been to the one in West Hartford. The food is very good at the one in SoNo.

I'd say the first 4 restaurants I mentioned are the nicest. There are also a lot of nice restaurants in downtown Hartford including Max Downtown, Hot Tomato's, Trumbull Kitchen, and Vito's By The Park.

Hot Basil Thai Cafe in West Hartford is very good. It's fancier than most Thai places, but still reasonably priced. Churrascaria Braza in Hartford is also great. Feng in downtown Hartford is supposed to be good. Make sure you head to the north end to check out the Italian restaurants. I really enjoy Carbone's, which serves Northern Italian cuisine.

The Hartford area has plenty of great restaurants.

Are you limiting *just* to WH and Farmington? There are a lot of high end restuarants in the Hartford metro, but many are outside of those two towns.
