Even the heat's electric. How much would I pay in the winter with the heat set at 68? $300?

It really depends on how big the apartment is but sure it can get up to 300 dollars if you are not careful. However I find it unlikely that you will would be that high for 1 person but this is CT

I had a 2 bedroom a few years ago and it hit $400 max in the winter. I was conservative too.

Easier to judge if you give the square footage of the place and wether or not its on the ground, in between other apts, on the end, high up etc etc. People can guess all they want but there is a big difference between sizes of apts.

Nope. Both were included in the rent. And I was never home. Most months it was around $50.

Heat is the majority of the cost. I have a pretty good size house and the electric doesn't go much above ~$100 in the winter. I have gas heat.

Electric heat truly sucks. My place is almost double the size of my old condo, yet I pay less in utilities in the winter. It also doesn't hurt that it's new and better insulated, better windows, etc.
