Yes, it is definitely possible to find a 2-3 bedroom for 800-1000. But it is not possible to find a DECENT one, in a DECENT area, with a DECENT school system, in DECENT condition. You'd find one in the projects of Bridgeport, New Haven, Hartford, anywhere there are urban state-funded housing developments for people who need subsidized housing.

There are plenty of apartments in this price range in more rural/suburban areas. I live in Thomaston and all the 2-3 bedroom apartments here rent in that price range as do some other towns in the area.

Are there good jobs there too? That's one of the criteria.

And don't forget she has a 1-year-old and is a single parent. That means she'd need to pay for daycare unless she expects her 17-year-old to give up school to take care of the baby.

The entire situation, as a package deal, is not going to work in Connecticut. She can get cheap rents in out-of-the-way towns, but she won't find good employment that will cover the costs of daycare. She can find places closer to daycare and closer to jobs, but they will either be in very bad areas, or be too expensive.

Jobs + daycare + safe/healthy for children + affordability != Connecticut.

Correct, Anonchick, I had a very close, now deceased friend who had to endure a daily Torrington-Stamford grind for that reason, and this was while working 50-55 hours per week (fully exempt) for a modest salary, not above the Ct median. She'd leave by 6, and get home 8:30 to 9 each night. Also had to work some Saturdays, and took stuff home to boot to do on Sunday. With her pay, moving to even Milford would have necessitated a house-share, and Fairfield and closer would mean about 4-6 to the house!

How about Springfield, Mass suburbs? Its a very short commute to Hartford, and if she needs insurance, Romneycare is available to boot.
