I will benefit if I am still in Manchester next year, but it's just more subsidizing from the rest of the state for our depressed urban centers. Where is the state going to get the money that they are promising the cities to make up for lost income from the capping? MORE taxes!

Just moved to CT from NH last Oct. 1. To register my vehicles (2001 Nissan, 2005 ford (p'toohey) pickup, 2007 motorcycle, & 2003 utility trailer) was just over $500. Have not received my first 'car tax' bill yet because they said it cuts off around Sept 1 or Sept 30. Town Mill Rate is 30.5. Doesn't matter where they get it from, they will get it. In NH, I had a 2400 ft sq home on a 'builders 2 acre' (80K ft sq) lot. Taxes were $9800. But -no sales tax & no income tax. You pay 'car tax' at the town hall when you get your registration. You have the option of paying the state fee's for registration at the town (I think its an extra $1 or $2). I waited in CT at the DMV for about an hour for my plates. The longest I think I ever waited in NH (for my registration) was 15 minutes at the town hall. Decentralized and more efficient. Town hall was open daily 8am - 2pm. Wed Night they were available again from 5pm -7pm. Taxes here in CT for my 2000 sq ft home & just shy of 1 acre is about $5300. BUT, they get the remainder from my local purchasing and income from my employment. The difference here is, I'm making almost 50K less than I was in NH. At least I'm working again.

Insurance for those vehicles is about $4 per year LESS here in CT. Clean, Clean, Clean driving record.

I'm here another 10 years (+/-) then retire south (Carolina ?, VA? Not sure).

My final comment is, if you want changes, then vote differently. Vote at your town meetings, vote in the elections. The last time we (US) had a non republican or democrat in office was 1853. People want changes, but continue to elect 'blue' and 'red'.

I always leave a nice "memo" on the check when I give it to them. Next one is going to say "illegal campaign contributions" So far, there has been no responses to my check memos. Each year they force me to get more and more ridiculous.

Voting in CT is a crock. I stopped voting locally because the last 4 elections voted in either missed ballots, some error, or the democrats took over. Only good thing is the Rep. rep for Waterbury pushed for the car tax cap.

State says: "The assessment of a motor vehicle is 70% of its average retail value. Generally, assessors use average retail values that the National Automobile Dealer’s Association (NADA) compiles annually."

Then I am sorry but you have no right to complain about the things going on in the state or your community. To use a voting problem or who gets elected is no excuse to not even bother to vote for the past four years IMHO. Jay

Very true I don't. Think last time I voted was when Malloy was re-elected. I remember Foley won and then they pulled the same shenanigans again of "We found a missing bag of ballots with Malloys' name on it." After that can never vote in this state again.

Mill Rate in Naugatuck is 25.0 -- My car is valued at 15k and car assessments are 70% of the total value.

((Value * 0.70) *25.0) /1,000

For me this ends up to be $262.50. Not that bad for that town... This formula works, just have to find your mill rate.
