I graduated high school in CT but went to college at an out of state public university because CT did not offer my major at a public university in-state. That is a fairly common issue in the small states on New England, so common that there is a whole program catering to such students to give them some out of state discounts (New England Regional Student Program). Then you have other majors, like aerospace engineering, that aren't even offered at ANY public university in New England. However, for the typical communications/marketing major? Yes, out of state is a waste of cash.
