Stamford's westside is regarded as the worst part of the city. It has a couple of "gangs" and there are a couple of low income housing projects. However, I have heard through the grapevine that one of these housing projects is going to be demolished--whether that's good or bad overall is to be debated.
As compared to most cities' "bad areas" though, Stamford's is super tame and not very large in terms of geographic size. Stamford is a city that is growing in population steadily, and it has only the west side pocket and a small south end pocket that could be considered to some as 'sketchy.' However, these pockets are being slowly pushed out of Stamford, as Stamford has a history of easily demolishing large tracts of the city and upgrading them.
The east side of Stamford has been kind of ignored for years, but over the past year it is getting a shot of development adrenaline with new condos going up and a complete "village" plan and proposed makeover.
