I heard some of the semantics debate on Facebook late last night. In terms of actual US citizens and defense contractors and official military personnel they are out. Having said that though if there are special ops and CIA they're never going to say what numbers. Generally speaking the diplomatic relations we have with any country usually involves some form of Marines at the embassy.
