Well I never got an email back so I called the Burgess Falls ranger station. Turns out the Windows Cliffs area is not currently open to the public and it won't be open until they develop hiking trails which won't be this year. They said that they will issue tickets to anyone they find in the area.

Egads, that is good to know. Thanks for checking up on this. Hopefully, they'll have it opened to the public in 2016.
