CC has become a good mixture of relatively low labor cost (compared to much of the Gulf Coast), relatively high base education (compared to Mexico or South America), access to an expanding industrial based (ChemTex, et al), close to 'new' oil fields (Eagle Ford) and close to a big market for refinery products (Mexico).

That is not a refinery (not sure why I thought it was) nor will it need crude at all - ethylene (and ethylene glycol) will be dependent completely on natural gas. Which is abundant (currently overly so) in the EFS. This is a great fit for the oil folks, as more demand for natural gas will maintain the drilling operations at lower crude prices.
All the same reasons to build it there still exist. And the Port of CC can handle additional capacity better than Houston right now, since it is so crammed with commerce currently....

This. The ports of Beaumont, Galveston, Lake Charles, Cameron, Corpus Christi, Port Arthur, and even Brownsville are absorbing some of the extra business from Houston. The problem with Houston is that there simply isn't any real estate left along the Houston Ship Channel. In an unusual twist of irony, Galveston is getting more port business because Houston is doing so well. It used to be it tried to compete and never won.
I was looking at the google maps around the plant and there are still plenty of farm fields around there, so plenty of land for expansion should they need it.

On plants like this 600 jobs isn't actually 600. Because of the maintenance and overhaul requirements on these facilities and the high pay involved they have the highest job multipliers of any type of investment. Last time I looked they generate 9 jobs per full time job at the plant. Just look between Leopard and I-37 to see the extra employment the refineries kick off. Even the outlying facilities like the Three rivers refinery and the Point Comfort plant buy a bunch of equipment and services in Corpus. It's a good fit, it creates some diversification away from just oil and peels off some of the product that would otherwise just get pumped through here. A huge local source for ethylene opens up some other manufacturing opportunities as well.
