Carnival's buffet coffee, tea, water, and lemonade are all free. Specialty coffee, booze, sodas, etc.. all cost.

The Bubbles package gave us:

15 alcoholic beverages per day and unlimited soda. We probably used it more than we should have, but realistically we would have spent much more than the $30 per day it cost us on soda and beer (for me) considering the prices started at $5 each.
I think that program has changed. Now it's just unlimited soda, no alcoholic beverages. Additionally, it's SUPPOSED to be per person, not per cabin.

Just to update people on this topic as it pertains to Carnival, we're going out of Galveston later this year for a 7 day cruise. The Cheers package runs about $50 per day per person under that plan. Each adult occupying the same stateroom must purchase the package.

From the website, CHEERS includes:

All spirits (including cocktails), as well as beer and wine by the glass with a $50.00 or lower menu price*
Sodas, Zero-Proof frozen cocktails, energy drinks, specialty coffee, hot tea, 500ml bottled water and other non-alcoholic bottled beverages
Large format water bottles in the Dining Room and Specialty Restaurants
25% discount off the menu price for any spirit or wine by the glass above $50.00
25% discount off the menu price for wine and champagne by the bottle
25% discount off beverage seminars and classes
