Cash for Clunkers program was designed so that the clunkers were destroyed as part of the program. This is more likely a theft exporting ring. There's 1000's of such smuggling rings here in 'Merica.

I'm pretty a sure a used F-250 has more value than what was allocated for the CFC program. That's a very desirable truck for contractors.
