There is something not being consider. The police have enough weaponry to take gang members out. If a gang member shoots at a police officer, the police can shoot back and kill.
It might be a good time to bring in a "stop and frisk" procedure in Baltimore.
If you look like you belong to a gang, usually tattoos and colours are a tip off and you are walking down the street be expected to be stopped. The Cops also generally know who the bad guys are. Stop them Frisk them and if a weapon or drugs are found they get arrested.
Cut the cancer these gangs spread out of the streets at least for a time.
