The usual suspects? I was absolutely opposed to legalization here in Colorado, still am, but even I'll concede that the sky has not fallen. Legitimate grow operations are typically indoors and utilize hydroponics to optimize conditions and maximize profit. That water figure is way high for corporate growers in states that have legalized.
