Do you think that people that would leave a bunch of toddlers alone would have the self restraint to use condoms? Really? In birth control clinics, there are shots that prevent pregnancy for three months or more. Implants that can prevent it for years. Abortion is a cash pay procedure, despite popular opinion. and it's not as readily available as some might think.
No welfare benefits after the first child? Do you think someone like this will just stop having recreational sex because of no more welfare? I agree that additional benefits for additional kids just reward bad behavior, but am I reading you right that you would cut off the initial benefits if she got knocked up again? Because that's a recipe for disaster.

Yes. NO INCREASE IN WELFARE BENEFITS after the first child. They just the stay at the same level. Dire consequences for bad choices will change those choices.

That was a seriously creepy story. The three year olds said they made the oven " hot" and that the baby was trying to kick her way out. The nineteen month old burned to death.
That mom and dad, who already have five, well, now four, will probably keep bringing more budding psychopaths into our world. Meanwhile, the twin psychopaths will be put into the system, where they will either create new victims or be victimized. The fire starting, bed wetting, and torture of small animals-that's just child's play. These kids are in the advanced class.

Non of this works if the parents fail to follow your advise. I had a sister in law non religious and she thought she was put here to have many kids so she had someone to take care of her when she grew old. She failed to understand using drugs from the age of 16-38 would kill her at 38.......she never grew old and she awarded America with drug addicted kids, having kids at very young ages while addicted to drugs.
These kids are learning their behavior some where.......find who is teaching them and they pay a high price for child abuse and these kids need a Catholic nun running their lives for a few years.
This is the price we pay for pushing free sex and sex when ever you can.......

This is certainly not just blacks, many whites are having kids they don't want. The news articles of white boys beating their girlfriend's kid/baby is horrible and very disturbing.
So every other community that has children out of wedlock get rewarded?

It should apply equally to all areas of the country. You get to commit one crime: having one baby out of wedlock and stealing money from others through welfare to support it. But additional babies GET NO ADDITIONAL SUPPORT.
You would see the behavior change over time. But first you need the misery of the circumstances that result to teach others not to partake.
A flame that isn't hot will not cause recoil. We need to UP THE PAIN FACTOR on bad choices. Then we will see new behavior to avoid the pain.
At the present time we encourage burned babies in ovens because we support single moms, recreational sex, drug use, and irresponsible absent fathers. We actually PAY PEOPLE MONEY to encourage these things because we take survival behavior off the table.
There would be few out of wedlock babies and broken families if going that route meant you really truly starved. It's called reality. Welfare is evasion of reality. Not to mention theft from good people to support the bad people.
And this goes for all people in every neighborhood in every state and every community, race, color, religion, sexual orientation, disability, and any other irrational subdivision one wishes to invent to support their equivocations.
Let's consider the time that stupid woman took perusing some book of non-traditional names for your AA child to finally settle on J'zyra and the time it might have taken her to spend teaching her kiddies the evils of the hot stove........
We won't even bother dwelling on her having five and leaving them alone while out with her boyfriends.
Self respect and 'value of life' indicators are bouncing off the empty peg for this skank.
Take her remaining four from her; sterilize the skank then throw her in the communal room of the nearby men's prison; everybody's a winner.
The children's grandmother lived in the same apartment complex and mom didn't bother telling her she was leaving all her kids alone in the apartment. I cannot imagine what that sweet baby went through in her last minutes.
