IMO, the difference is that the Marine Vet is probably rarely seen outdoors without his USMC cap.
Do the "pastafarians" normally wear their religious headgear at all times when outdoors? If so, they should be allowed to wear it for ID pictures. If not, they should be as they normally appear for their ID pictures.

I thought that was a joke. Is this a real story? I've never heard of any religion that has a religious headgear that worn all the time except maybe an Orthodox bishop. The Arabs head gear are not religious, only custom gear. Same for Muslim women who wear head and face coverings. Not required.
