Is it bad that my first thought was being sad for the dogs having to be out there so long unwillingly?
Your concern is misguided. I'd be more concerned about neglected dogs left home alone and forgotten about. That's the equivalent of doggy solitary confinement. I'd say these dogs were pretty lucky in comparison.

Once again surfacing the question of what were they going to do about quarantine when the reached Tahiti and other stops along the way? Dogs would be impounded or have to stay onboard or what?

That's a very good question. Everyone's forgotten about the dogs' current situation. The media haven't said anything about them. There wasn't even any mention of hoisting them on board the Navy vessel, was there?

They all (The Dogs had life vests on in the US Navy Video) would have been hoisted up the the Deck in the RHIB (rigid-hulled inflatable boat) the Navy picked them up in, from the water by a crane that was on the deck of the USN Ashland.
