There were a couple of similar incidents here in the United States maybe twenty years ago, and people were (rightly) horrified. It subsequently developed that it was hard for the doctor to tell the difference because both lower extremities were in very bad shape because of the diabetes. No excuse, but not as unimaginable as was originally thought.
And in each case doctors also needed to then remove the originally designated limb. None of them could sue - you guessed it, they didn't have a leg to stand on.
I'm circumcised, it is fully functional and intact! lol The only thing missing is a little skin.
Maybe you are thinking of something else?
You probably never learned what it really is. It's not just skin. It's a lot of nerve endings as well. Read up on it. You're not as fully functional and intact as someone who has never been circumcised (ie people in Europe and other countries).

Well, either way I am glad I am circumcised. Most of the women I have ever been with preferred the look as well. Everything works so I have no complaints lol
