Bad judgement on officer's part. The lady did everything she could to prevent this. (A 3-year-old may be too old to be classified as a toddler. I'm not sure what the cut-off age is).
I liked what one of the comments said on another website that discussed this story, that there's a letter of the law and then there's a spirit of the law.
Good police officers know when to use either which best suits the situation. Clearly this officer's judgement is rather lacking in common sense.
Hopefully, the ticket gets waived by a higher authority. That officer was ridiculous.
I don't remember any quick potty stops for my daughter, but I have had to make them with my boys. I usually had a water bottle with me. I had my boys pee into those.

My 3 year-old never pee'd in a parking lot. A 3 year-old is old enough to ask for a toilet, so there has to be more to this story.
