Yes, ship can be "arrested" aka held hostage until money is paid or other acceptable agreements are made. And yes, in such cases some crew has to stay on the ship for maintenance. A captain almost always stay on such ship.

Maritime laws go back hundreds of years and are incredibly strict and complex.
What?!!! The owner should also be charged with kidnapping hundreds of its passengers.

The fine print on any cruise booking contract says that while the ship will make a good faith effort to follow the posted itinerary, the schedule and ports are not guaranteed. The usual reason for a route change will be for something like a possible hurricane in the planned path of the ship.

Many ports today open and close daily depending on Covid. Many ships change destinations at the last minute.

Are you trying to make excuses for them? Weather is understandable. But this was NOT the case. It was in fact the opposite. No excuse for not paying the fuel bill and making hundreds of paying clients to "fend" for themselves.
