Public sector employees have little incentive to perform their jobs well, and face no consequences fo doing their job poorly. They get paid either way.

Some people simply love the adrenaline of being sought after by law enforcers to be thrown in jail if caught.

You hear some claim the death penalty is not a deterrent, but we all know that is a lie because most murders plead out to avoid being executed. Even mass murders are willing to tell where all the bodies are buried, to get life instead of facing death.
[If nothing else it is a means of getting convictions and valuable information]

However one of the deterrents is that if on death row, such inmates are in a more secure part of the prison, and once executed, they can never escape or be let out to harm someone else.

I think it would be a greater deterrent if the DP was carried out more swiftly. DR prisoners spend decades appealing, sometimes dying of natural causes before the sentence is carried out. I've noticed that in repressive and/or totalitarian regimes, crime rates, especially for certain types of crimes, are much lower, because the state doesn't take its time with the process.

My comment should not be onstrued to mean I'm in favor of living in such a state;. Just stating some unfortunate truths.
