I just had new neighbors move in last month. Both have pick up trucks and one pulls his truck full length into my drive way to turn down the alley.

I have no problem turning into the alley when I back out and expect the same courtesy.

What are my options or who in Plano do I call to get this stopped.

Yesterday this turd tore a rut in the grass.

Have you tried talking to your neighbor in a friendly way, without calling him a turd?

you can put some sharp rocks on the edges of your driveway or even just put some traffic cones there

That bothers you?!

Before you go ballistic, check if you even own the land with the rut.
With my previous house, the lot line was 6 feet past the alley pavement so the grass between the alley pavement and the actual lot was community property. I was unfortunate to have a hyper territorial neighbor who didn't even know the legal boundaries of what he got upset about.

My advice is to let that go for the sake of good neighbor relations.

I can't imagine that any official is going to help you with something that insignificant.

so he is just pulling in your driveway and then backing out to make a turn? let it go. if it bothers you, go talk to them but it seems pretty trivial to me.

Buy a beater car and start parking it in the driveway to prevent him from using it.

I'm guessing their driveway is directly across the alley from yours?
If you want to be passive aggressive about it, park your car at the end of the driveway. If you really want to make a point, park it sideways.

Is he parking his truck there? How is he making you miss trash pickup?

Is there any reason why you haven't talked to him to ask him to stop?? That should be your first option.
