Looking at some Realtor websites and it is listing association dues anywhere from $67 to $200 for the fee. My question for anyone that knows for sure is what is the time line? Is this monthly, quarterly, or yearly?

Why do you not call them and get the information yourself and directly from the people who would know. That is always the best way to get correct information.

Highlands Ranch has a master association at $130 a quarter, then several sub associations that are neighborhood (location) specific.

You are more than welcome. The sub associations responsibility vary from ground keeping to trash pick and pool maintenance.

Also know that HR water comes from an aquifer.

I'm from Houston so what are the ramifications of having your water supply coming from an aquifer? Being from Houston water use is not really an issue normally. I know the Denver area is quite different.

If/as the aquifer resources dwindle water costs will go up, possibly significantly

Yes, the fee is charged per home regardless of the number of residents. The cost is $127 per quarter (primarily to support the four recreation centers), plus as others noted, some subdivisions have fees.

Water costs are completely separate and not related to the HOA fees. HR obtains water through the Centennial water district. Details are at http://www.highlandsranch.org/06_wsan/06_wsan_home.html (broken link) They provide guidance regarding water usage for lawns. I think we focus too much on having green lawns in CO rather than on conserving water, but hopefully that will change....
