I would say affordability is relative to the financial means of the renter. So that a wealthy person can well afford higher rents while others with less with have more of an economic burden.

Yet, The statistics says nothing about the demand and the availability of the different economic levels of rental property. Obviously a person of means will not desire to mix with the lower economic class in a rental community, while those with less have only the options available at their affordability level or perhaps below, if they desire.

There are high, middle and low end rental properties. So, each rental market is, in itself, a separate market, in a localized area, that do not compete against each other. They have different elasticity of price offerings, depending on the availability of rental units.
