Sort of, but not really. I don’t think there is as much wasted road maintenance as you believe there is. If anything we aren’t doing enough.

Toll is express lane only. I am all for the public funding the project in its entirety, but we have not shown a willingness to do that and the road is literally crumbling. This is the way projects are getting done right now.

Also plenty of peons take out mortgages to do massive remodels.
Yep, liquidated damages.

Road construction is cut throat and it's lowest price technically acceptable, typically through a one or two step bidding process.

Contractors try to finish as fast as possible.

Not sure I follow on liquidated damages. My understanding of this structure is as part of the contractor’s bid, they are saying they will build the road. The amount of money the public is paying is fixed. Any cost overruns are the responsibility of the contractor, not the public.

-tolls only for the express lames but same number of none express lanes as the existing freeway, go figure
-the CDOT "deal" is the construction company gets to run & maintain the freeway for the next 30years
-only a small portion of i70 is getting rebuilt; form i25 to Colorado Blvd
-super duper new over i70 park is being built right next to the Dog Food Plant. odor so bad it takes paint off passing cars.
-construction starting some time mid 2018
