Is there some sort of program, software, sort of like Quicken, to store and track blood levels?

Most meters do this. Mine tells me the current reading, the last 30 days average, and each reading itself. It's just a matter of pushing the buttons. Look at your meters instructions.

I keep track of blood sugar levels right on my food journal. I keep that in an excel spreadsheet. That way, when I have a higher level, I can go back through and review exactly what I ate to raise the level. I can also go back in the history and see if that food raised it back then. Many times, it's not a single food that does it, but combination of things.

many devices can help you with that, either to store or to track blood sugar level regularly, and even tell you the average blood sugar level in a week or in a month. My mother maintains a food diary in which she write down the things she ate and her daily blood sugar level and it has helped her alot to know which thing can make a big swing in her b.s level. DexCom's new STS-7 is an FDA approved glucose monitoring machine, it keep records of seven days. have a look at that too!
