Belly fat comes off when YOUR body type allows it to come off. You cannot target a fat loss area no matter what you do or what you eat.
Gluten has zero to do with weight loss. No such thing as 'stomach toning exercises'.
You don't need to be obtuse regarding an absolute determination on that point, avoiding gluten is still a key to weight loss for many people. This needs to be right up near the top of the list for the OP to mention to the specific individual.

Gluten does not make people fat. If you have a gluten intolerance you need to avoid gluten. Other than that there is no reason to avoid it.
Carbs do not make people fat. Eating more calories than you burn makes you fat.
For ME, carbs make me fat. I prefer to follow a satisfying high fat, high protein, low carb way of eating and be healthy, rather than following an empty, carb filled, headache-inducing, craving-inducing way of eating.
If I eat carbs, I never feel satisfied.
If I eat protein and fat, I always feel satisfied.

Yes, it certainly is one of the keys as to why the US has over 70% of its population as obese or overweight, that wasn't even remotely the case 30-40 years ago- so wheat has definitely changed in composition. Everyone really would be better off to eliminate or severely reduce wheat consumption as it isn't a dietary requirement. Take additional supplements or vitamins instead.

There is no evidence that avoiding gluten leads to weight loss other than just any caloric restriction that would occur from cutting gluten out.

Alcohol does not go to belly fat any more than any other type of caloric intake does.
