I agree, tough love that will affect her self image and self esteem is not an appropriate response to a teenage girl. It will only make her want to seek more comfort, and for some of us that comfort is found in junk food. I think tough love would be counter productive.

I would be not say anything, she already knows. Try to set a good example food wise and maybe see if she would be interested in exercise you can do together such as walking, kayaking,dance games on Nintendo Wii etc. This is a decision she has to come to on her own, just do your best to maintain the kind of relationship that makes her feel comfortable talking to you and coming to you for advice.
No, they don't know her...they know you. You can just say I have someone in my life and how can I easily approach them about their huge weight gain at such a young age. Say I am so fond of that person and want to support her somehow. Something like these words.

Well that's an easy fix, then. You're enabling her poor choices, and you can very easily not do that.
