No really...Lose weight in general overall and do leg toning exercise. A easy and fun thing to do is just go on bike rides. Get one that you can change the gears so when you get more fit you can challenge yourself without needing a hill. Just switch it into a tougher to pedal gear. It does not have to be anything fancy. Any old ten speed is just fine.

This. Also squats help too. I noticed when I lost the weight, my legs and hips got smaller.
What everyone else has said: Cardio to lose weight overall; strength training to build your muscles. I use weight machines at the gym, but squats and lunges yield the same results.
Leg exercises will give you more tone and help burn calories and eventually fat if you exercise enough. But you can't remove fat from a specific part of your body, per se.
Just burn fat overall, and whatever area you consider problematic will see an improvement as well.
How do you loose weight on the upper thigh and hip area?
That is a problem area for many women. I say do what Pitt says (pray) and eat a CLEANER and lower calorie nutrition plan (I try to stay away from saying the dreaded "D" word - Diet). High cals and bad food would do that to you.
Unfortunately you cant spot reduce, but with good nutritional intake, cardio exercises and resistance training, you WILL be able to reduce the inches there.
