The only thing I've found that keeps them off me is the Deep Woods Sportsman Off (98.25% DEET) and can be found in the supermarket/drug store. While it's supposed to last something like 8 hours (ha!), it does the job for about an hour... two max.

I use horse sprays on the dogs and have found that very effective too - Equisect by Farnham is pretty good and it's active ingredient is organic. They hate it, but they have no choice.

Suggest picking our your most beat-up ball cap and spraying it. I spray down my clothes rather than my skin, summer evenings I wear the lightweight long-sleeve sunblock shirts with insect spray on them, seems to work.

I'm like that too. I wish that I had a nickle for the number of times I've heard my husband say, "You're going OUTSIDE like that??? Where people can SEE you???" (It usually means that I'm wearing pajama bottoms and a ripped t-shirt. His comments are much worse when it's really hot out and I soak my t-shirt in cold water before putting it on to go out. But, sheesh, it keeps me cool. Whatever works.)
