Capstar does not require a prescription. I would check with a vet to ascertain how often it can be safely given though.
When I did live in Boston dogs were only on heartworm meds 6 months however that may now be yearly so do factor all this into your choice.
However, as a dog parent a trusted vet will be the best to advise you.
I didn't know that about white dogs! I already bought a year supply of inceptor so that is why I won't do the combined one just yet. Well now I am good for 4 months for now..gives me time to do more research I guess. Some people I talk to don't do the flea and tick because they don't think it is safe for them. That was another reason why I wasn't so sure if I should do it. I am a new at this and when you hear too many different opinions it gets confusing
It is not safe to give a dog a cat med. You can kill or make your dog very sick that way. Other than no one mentioning that, you have been given good advice.
I buy Flea and heartworm meds online. I also buy the largest size and break it down for my dogs.

The prices are much cheaper than buying at the vet, pet store or US online pet supply companies.
It does take up to 2 weeks but the wait is usually worth it.
I buy my meds from the Vet and do not seem to break the bank. My little yorkie only gets flea meds during those months and through the winter heartworm pills only. I hate putting chemicals into her but we have fleas around here too. I don't like the frontline products either; just my personal preference with putting stuff on her coat.
Because she is under 5 lbs - the vet did not want to give her Comfortis so she gets Sentinel in the summer and Interceptor in the winter. My Westie takes Comfortis with no problems at all.
I would not fool around with cheap flea products such as Hartz with your tiny maltese.
That's my two cents! I would love to see a picture of your maltese. I had one years ago but he was on the larger side. 12 lbs - yikes!
