As we speak, im trying to get a City Ordinance that makes it illegal for an owner to chain their dog up outside for more than X hours a day. That X hopefully is going to be 1 hour if I can help it. Its all part of the BSL I fought down several months ago.
I agree that it is a good idea. I do not however think that just because you have a fenced in yard, you should leave an animal unattended outside. I have seen people put their dogs outside and then leave for work, or shopping or whatever. Bad things can still happen. Just because your dog can't get out, doesn't mean others can't get in. JMO.
My neighbors little dog was chained in thier back yard because it peed in the house, never thought to crate it, or read a book to figure it out, no problem just put it out back in the heat {Florida summer} along with the bunny rabbit while we go to work and thier precious child goes to school and learns how to treat animals.
The other neighbors dog, a mixed pit decides to talk a walk and spies the cute little terrier and just mutilates him while he is on his 6 foot chain and the little bunny rabbit dies of heat exhaustion.
This would not have happened if a proper fence was put up for both animals and the bunny was kept inside.
I am fed up with these people and believe they should be sentenced the same as if it were a child tethered to a 6 foot chain or better yet the world would be safer if they were tethered on a six foot chain and left without water.
What is wrong with us that more do not speak out when they see this abuse, I am always amazed that people know of these things and say or do nothing.

Dogs Deserve Better is a great org. that deals with this abuse every day. Also Alexander, I am so sorry you had to see this abuse right next door. And you are right, if people would stop a moment and try to do SOMETHING things might change. BUT, you can get yourself in trouble at the same time. And I agree, sometimes a fence leads to further isolation as the human gets lazier and lazier because of a fence. And, I so agree that if the life on the chain were a child's insteed of a dog's the whole issue would be different, and I agree with your punishment-life on a chain for you with no shelter or water.
A sad state of affairs, but if each of that does care tries to make a difference through education, offering training help to the offender, offereing to walk the offender's victim, or hounding Animal Control about abusive conditions, we CAN make a difference, one life at a time.

I was at work and returned home to find animal control called by my neighbor. If I would have known the little dog was tied up out back or the mixed pit was loose I would have called animal control. In Tampa Florida you can tie an animal up in your yard as long as its on a 6 ft chain or longer and has water and shelter. That's just wonderful isn't it? My neighbors and I are always calling animal control and right now we are trying to get them to do something about the tied up dog that lives behind me but due to the 6 ft chain law we are hitting a dead end. No amount of talking to the neighbor has helped either and they have eleven grandchildren that live with them.
I'm confused.. When I was growing up, our dog(s) had a "run" out back that was a line tied to another that was anchored between two trees, or staked to the ground. The dog had a large area to be in every day, places to lay in the shade or sun, and always had access to cool, clean water. He didn't live out there day and night, but that was the default if my parents were both gone for the day.
Is that bad? ???
I don't think so, as long as the dog doesn't live on the end of that chain.
I strung a cable from just below the eve on my house out to the garage. It's about 40 ft. Then I took a 18 ft cable and put a big ring on one end and put it over the cable that run 10 ft off the ground. I'll tether the dog to that cable. It has a nice 40 ft run and about 15 ft on either side. There is absolutely no way to get tangled. And I've never left the dog tethered for more then 30-45 minutes. We might have a picnic or something and I'll tether the dog so he's not underfoot. But normally I walk him 3 times a day. He only get's tethered about once a week, if that.
You people have no idea what the hell your doing. I had five large outside dogs that lived in a large fenced in pen. I had to keep them on chains because they would either dig under the fence or climb over. Since this stupid law came into effect. I've had to send my dogs to the pound or be fined. I loved my dogs and I couldn't find anyone to take them. So if I took the chains off them they would be roaming the neighborhood reguards less of the fence. It's people like you that are ruining things for pet owners. I say mind your own damn buisness. My dogs were well loved and taken care off...untill this sh*t came along! I miss my dogs.
I don't have a problem with a dog being staked out for short periods of supervised time. We have a fenced yard, which our dog learned to escape from within a few months of living with us. If we want to sit out on our porch and enjoy the day or evening, and want our dog to enjoy some outdoor time apart from being walked on a leash, which occurs 3x daily, we put him on a 50-foot cable staked into the ground. We don't ever leave him unattended, it just allows him to be outside with us while we relax or do chores without having to be tethered to us. He isn't a dog who is left tied out. If we don't want to tether our dog when we are outdoors with him, our only other option is to rip out the old fence and install a newer, taller, privacy fence, which isn't happening due to both cost and aesthetics. The tether while supervised is an easy choice.

To be honest, I'd rather a dog be tethered SAFELY outside, behind a fence, with food, water, and shelter, then spend 8 hours or more in a crate. Some dogs are escape artists and can't be left behind a fence, but there are safe ways to tether that still provide room for activity. Yes, there's is the chance that someone might climb a fence - but it doesn't seem likely, and I think the mental health of the animal is more important.
