Thanks for all the great advice. She is doing much better after a week of walking her on the leash.

As to the fence jumping... she clears it like an Olympic hurdler. I had a feeling it couldn't be untaught. And yes, we are aware of how animal control has reacted to her, threatening her being taken away... even though she's just as loving and friendly as any Labrador or golden I've ever met. In fact, I've met some specimens in those breeds who were more aggressive. Right now we're building a caged in lower deck so she can go out and do her business without her being able to jump out. The electric fence doesn't work because she will clear the fence... and then be afraid to come back. Also no luck with a lead, the way the backyard is on a hill with many trees.
