My dogs trained me to let them out when they have to go. They can hold it for awhile if I do not let them out, but eventually it has to come out. I dont believe one can poop just because they are asked to if they dont have to poop.

Initially it is very much a timing issue. Once the dog associates the word with elimination, then you can start working on using it as a command.
If I were to take the time, I am confident I could "proof" my dogs to the potty command (they're pretty good now, but not perfect - however, I have to say the same about their recalls and other commands, too), but I am not that interested in that level of training for something that is at best an occasional convenience. Also, you are correct, if they are empty, and they have nothing to eliminate, they may not "go," but will make an attempt to eliminate on command (in my dogs case that's a majority of the time, as I also said, they are not "proofed")
If they were working service dogs or Military/police working dogs, it would be worth the time to get them "proofed" with a potty command.
