This site doesn't recommend it.

Avoid using cleaning chemicals, especially those with strong odors such as ammonia or vinegar. From your pet's perspective, these don't effectively eliminate or cover the urine odor and may actually encourage your pet to reinforce the urine scent mark in that area.

A really good article on vinegar: Using Vinegar to Remove Pet Stains-Pet Stains We use vinegar for our general house cleaning to avoid chemical buildup.

Also, with the house soiling, you can take them outside or to their spot and then they'll go just after that and some will go where you can't see them. We had a dog like that. We could walk her a mile, bring her in and she would go on the rug. We learned about crating - a lifesaver. Long ago it was and I chose "clean" breeds after that and never had another problem.

I use Anti-Icky-Poo which uses "good" bacteria to break down pet odors, but there are other brands. You have to use as instructed.

Cleaning with vinegar is fine> it WILL clean, but it won't neutralize odors from urine, vomit, etc.

Unless you clean with an enzymatic odor neutralizer, your dog will still be able to smell the urine. Remember, doggie noses are 30,000 times (give or take a bit) more sensitive than ours, so just because you can't smell it doesn't mean your dog can't. Especially if they are still urinating in the house, that would be my first go-to fix.

Clean? Not when they are using the house as a bathroom. Not when they are taking their poop up on the sofa and eating it. There are some breeds that are difficult to house train and/or that house soil. I did my research. The last two puppies had never "went" in the house, one lived 13.75 years and the other just turned 10 years old. Some breeds are cleaner. It is a fact. Some dogs are also smarter and more eager to please.

Research into breeds is VERY important before making a choice. I prefer "brains" to "beauty".

I have both in all my dogs LOL BUT Most training problems are the Owners fault...me inc! I had a heck of a time to house train Lady! She was Service Dog trained long before so I knew she was smart. The last step which should have been 1st was the house training. Most people I run into with small dogs figure tiny pee spots & tiny poo no big deal but it is! 90% of house training is repetition people get bored decide the dog has it when they don't!

Every dog we have had was trained quickly, it's lot of work but you just have to keep after them constantly. Never used paper or anything like that. Frequent trips outside about every hour and always on the lookout to see if they are sniffing around looking for a place to go. The one dog we have now took a dump perhaps twice and peed perhaps 10 times in the house. She was good to go after about 2 weeks and started going to the door on her own, she never was allowed to develop the habit of going in the house.
