I lived in Rochester, MN which for years was the 3rd largest city in MN behind Duluth... Now Rochester is the 2nd largest city. People in Rochester sound like those in Duluth where one crime makes for a bad neighborhood....

In Rochester the police do have limits but work well with neighborhood associations, and by the way, when a neighborhood organizes against crime you gain 100% Police Support.

The homes in Duluth are big and beautiful, take a left off of Hwy 61 and hit any main road going NE along the Lake and you'll see 5000sqft mansions that are supposedly in a bad neighborhood.

Since perception is reality, it's time for the neighbors to get together to change things, its to their advantage regarding property values and saftey in the hood....
