Can anyone here recommend a patent attorney located anywhere in the San Fernando Valley (Calif.)? Thanks.

Patents are granted on a Federal level. It is more important to get a skilled patent / intellectual property attorney that has experience with the type of device / process that you wish to patent than one that is nearby...

Here is an idea. Do you have any major universities or colleges nearby? Google search for them and "technology transfer" to see if they have a technology transfer office. You can then call them and ask them who they use in your local area that has expertise in the subject matter of your invention. They might even be able to tell you how much different attorneys charge.

As a last resort you can search the patent office website for approved agents and attorneys by zip code:

Use their attorney referral service. They can direct you to an attorney you need.

You can find more option on the internet. Search a reputable company in your local area and hire one of their attorneys
