Ultimately, the economy adapts. It is painful to those who must change or fail to survive, but the economy adapts. For example, you don't have to be a rocket scientist to figure out that on the other side of the pandemic chasm the restaurant industry will be far, far different than it is today - assuming the government allows it to change in response to economic signals rather than subsidize it to keep otherwise productive resources sidelined in facilities that are capped at 25% capacity.
