This is just another plan to put the taxpayer on the hook for all rent. Not renters, not landlords: taxpayers fund everything. How nice. Until the money runs out. Then what?

That is what a lot of already existing programs do. One shot deal is an example. Sec 8 is basically taxpayers paying rent even before its overdue.

This money should have been deducted from the money being sent to the tenants and then sent directly to the landlord by the government. Why send the tenant the full amount as if they had to pay rent and other expenses too when the government declared that the tenant didn't have to pay rent? Doesn't make sense.

Of course, now it will be nearly impossible to get that money back from the tenants, and I doubt that the government will even try. Yes, the taxpayers will pay for it just like they pay for everything.

there was 700 billion left over from the Trump stimulus that has been redirected.

CA does pay a lot in federal taxes. I'm no fan of wasteful spending but better California than, say, Nevada.
