National or local ? Big or small ?

Ask around and see who others use..

Don't pay big bucks for a National agency if you only need a local one.

It depends on what type of agency you need and what your requirements are. B-to-B, catalog, medical, direct mail, retail, web, etc. They should specialize in what you need and have a website with a portfolio for you to check out.

If you are a small place, you may be able to even get a freelancer or two to do your work if you do not need any "direction" or marketing plans and know what you want.

I don't know of an online directory where they are all listed unfortunately.
