School districts ARE local. Here in Colorado, school funding is a state/local partnership, in order to avoid the "rich district/poor district" situation in many states. Federal spending on education is about 10% of the total money spent on K-12 schooling, and that includes the school lunch program. Some districts get much less federal money than that. Someone posted a link a while back (a long while back actually) that showed how much federal money each school district received, as a total of their budget. My district gets about 4%, which I'd guess is the SLP and Title I. Period.

Congratulations. Colorado is one of the few states that have a NCLB waiver.

While I don't agree that schools should be voluntarily funded, the problem is that many schools are not educating.

A bigger problem is that parents are not parenting. The best teachers in the world are not going to be able to educate kids whose parents don't give a crap if they get educated.
